Steep 4 tea bags in 2 cups boiling water, 10 minutes. Discard the tea bags. Simmer the tea with sugar, honey, cardamom, cinnamon and star anise over low -medium heat until syrupy, 12-15 minutes; strain. Let cool completely and store the syrup in fridge.
For each drink, mix 1-3 tbsp of syrup (depending on the size of the glass you use) with cold club soda / seltzer; add ice. Stir to combine.
Serve with a slice of lemon and a few mint leaves, if you wish.
Notes
If you are using a tall glass, use 1-2 tbsp of syrup per glass. For a small - medium, 1/2 - 1 tbsp syrup per glass. To convert this from a mocktail to cocktail - add an ounce of Absolute Vodka to the mix, or if you like a sweeter taste - Malibu Rum ;)
